This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. If you like you can open a new post in the HJT forum and myself or someone else can take a deeper look and see if we can find anything.

The main difference between the reg files was in the "RequiredPrivileges" key, I am not sure if this is the actual solution but I now have a working server again.
