I have tried the following to fix the issue:unregister and re-register the servicewindows repair installinstalled all service packsUpdated installer service to v4.5Checked msiexec.exe has correct path in registryI have tried basically this contact form I have been able to install Office 2010 on this box without any problems. I suggest contacting Symantec for directly assistance. If Microsoft Office or Windows Live Messenger cannot be installed or uninstalled with the same error, I am afraid that Windows Installer is I need the help from a Server 2008 expert! :) The server is Windows Server 2008, SP1, X64.

This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. If you like you can open a new post in the HJT forum and myself or someone else can take a deeper look and see if we can find anything.
The main difference between the reg files was in the "RequiredPrivileges" key, I am not sure if this is the actual solution but I now have a working server again.
