Here are the steps I took to get it working: Open"Remote Desktop Session Host Configuration" Double click on "RDR-Tcp" in Connections box Set your remote control setting in "Remote Control" tab I found this out through trial and error and found that once the end user logged back into the server i was able to remote their session with the permissions i Remote Desktop Services Manager fails with access denied even if run as administrator.
